PART TIME POSITION (20 HRS/WK) ? PARALEGAL/LEGAL ASSISTANT ? U.S. NAVY EXPERIENCE
Contract-employee position with an expected term of one year plus one option year. Work is performed for the office of the Assistant Force Judge Advocate General. The primary responsibility is to coordinate and manage Freedom of Information Act (FOIA) and Privacy Act (PA) programs with minimal attorney supervision. Involves receiving, tracking and monitoring each request to ensure that requests meet minimum requirements, and that appropriate responses comply with lawful time frames. If a release of information cannot be fulfilled within the FOIA or PA guidelines. The contractor will draft correspondence citing the specific exemptions and notify the requester of their right to appeal to the next higher authority. Examples of specific duties include:
* Coordinate requests with Record System Managers or other custodians to determine whether records exist which are responsive to requests, and whether records should be withheld in whole or in part.
* Maintain necessary records to track the assessment and receipt of billable fees to requesters and ensure that receipt of fee payments are processed in accordance with applicable local procedures.
* Prepare interim and final reply correspondence for attorney signature. Maintain adequate records, and compiles statistics from CNAF Subordinate Commands. Stay abreast of substantive law, regulations, instructions, precedents and procedural guidance affecting FOIA and PA; and ensure that changes and items of significant interest are brought to the attention of all attorneys throughout the CNAF AOR.
Identify measures to improve effectiveness and productivity in administering the FOIA and PA programs. Consult and assist attorneys to formulate guidance and instructions for administering the FOIA and PA programs.
* Assist attorneys preparing materials and conducting periodic training on the FOIA and PA. May have to travel for periodic training outside of the local area.

BENEFITS IN ADDITION TO BASE SALARY INCLUDE:
1. $3.50/hr cash toward flexible Healthcare Insurance plan or to use for any purpose if you have an existing plan

Requirements:

Knowledge and Skills
* Knowledge of the organization, function, and chain of command of the Department of Defense (DoD); Department of the Navy (DoN) Secretariat, Chief of Naval Operations, and regionalized components; CNAF Command Staff and code structure; and Navy JAG sufficient to determine contact and action offices, and to establish priorities.

* Thorough knowledge and understanding of the Freedom of Information and Privacy Acts, sufficient to provide procedural and legal guidance and instruction necessary to discharge responsibilities under both Acts.

* Knowledge of legal techniques and skills necessary to analyze factual and legal issues to prepare responses to FOIA/PA requests. Inter-personal and negotiating skills to achieve narrowing or withdrawal of requests in appropriate circumstances.

* Knowledge and skill in utilizing computers, word processing equipment, and related hardware, photocopy and facsimile machines, and other equipment commonplace in a modern law office. Skill in the use of programs contained in the Microsoft Office Suite ? (e.g., Word, Excel, Power Point, Access, Explorer). Familiarity with the Internet, and skill in conducting search inquiries, and computerized legal research using systems such as Lexis?, CyberFeds?, and JAGCNet.

* Excellent command of English. Strong oral and written skills.

* Assignments consist of a variety of analytical duties such as developing and carrying out plans to gather information through such means as interviews, review of reports and surveys; analyzing the information collected; conducting legal research concerning precedents and court and administrative law decisions; preparing a variety of legal writings; and developing and justifying recommendations.

* Each assignment requires the contractor to select the fact-finding and research tools appropriate to the particular assignment in terms of the type of data available, difficulty in obtaining the data, time constraints, and the degree of expected cooperation from the particular person, office, or command.

* These duties require the individual to search for, isolate, evaluate the relevance of, and summarize available information and its usefulness to resolving issues.

The Ideal Candidate will have:
* Five or more years? experience as a Paralegal/Legal Assistant in a Navy legal office, with direct experience with FOIA and PA requests.
* Education/Training and certification as a Paralegal/Legal Assistant.
* Minimum Assoc. Degree; Bachelor?s degree preferred.
