The Healthcare Paralegal will work with the regulatory attorneys and outside counsel (as well as, finance, marketing, clinical and medical departments) to address questions and compliance matters arising out of U.S. state and federal laws governing pharmaceutical companies' activities. One of the primary responsibilities of the Healthcare Paralegal will be to help implement processes and training to address aggregate spend laws and clinical trial transparency requirements. The Healthcare Paralegal must be able to identify and analyze healthcare legal and regulatory issues, and, thus, ideally would have some experience working in a healthcare regulatory environment. The Paralegal should have strong project management skills, demonstrated organizational skills, strong oral and written communication skills and the ability to work effectively with clients. The Healthcare Paralegal will interact with senior managers, vendors, outside law firms and other contacts external to the Company. Responsibilities include, but are not limited to : 1. Assist Regulatory Attorneys on regulatory compliance matters 2. Assisting in implementation and management of Aggregate Spend Reporting solution (including assessment of external database, special software program, and internal financial systems). 3. Preparing and presenting training on state and federal spend transparency reporting processes. 4. Ensuring timely filing or disclosures of spend data. 5. Tracking and analyzing clinical trial transparency requirements. 6. Summarizing, setting up and maintaining files for selected regulatory-legal matters. 7. Assisting in analyzing and responding to regulatory-legal questions raised by corporate attorneys and paralegals related to proposed services and contracts. 8. Research legal and regulatory issues for regulatory attorneys. 9. Other duties related to the above within Celgene as a whole, as assigned. Skills/Knowledge Required: . Bachelor's Degree from an accredited college or university. . Paralegal Certification; Master's in Paralegal Studies a plus. . Minimum 4 - 7 years' paralegal experience, preferably some working in-house for, or providing outside legal support to, the pharmaceutical, medical device, or financial industry. Previous experience with pharmaceutical, biotech or medical device laws and regulations highly desirable. Previous experience with compliance issues and experience interpreting federal and state laws in the financial industry is desirable. . Strong analytical skills. Education or experience in accounting, finance or IT is a plus. . Strong project management skills. . Previous experience developing compliance or other training programs for the line is highly desirable. . Excellent written and oral communication skills required. . Must be a self-starter with strong attention to detail, good judgment and solid organizational skills. . Must demonstrate the ability to interact effectively with colleagues and clients at all levels of the organization.
