The incumbent also serves as subject-matter expert in the use of force and other legal topics, and plans, develops, coordinates, and implements training courses to build student proficiency in the use of force and federal laws and procedures while ensuring awareness and understanding of Constitutional protections._The position is based in Blackstone VA, with frequent travel to the U.S. Department of State in Dunn Loring, VA.Essential Functions(50%)Legal Instruction:+ Provides instruction in complex and difficult legal areas that include Constitutional Law, Fourth Amendment, Self-Incrimination, Use of Force, Federal Court Procedures, Authority and Jurisdiction, Passport and Visa Fraud Statues, Rules of Evidence, Officer Liability, Criminal Law, Administrative Law, Right to Financial Privacy Act, Obstruction of Justice, Terrorism and National Security Law, False Statements, Courtroom Testimony, Electronic Law and Evidence, Assault, Bribery, and other emerging areas of the law.+ Selects appropriate methods, equipment, and materials, and provides instruction, guidance, and direction to the class in accomplishing specific learning objectives.+ Coordinates and executes field training and lab exercises.+ Develops and revises lesson plans+ Uses diverse instructional methods to teach subjects in a classroom setting or in a practical exercise laboratory+ Evaluates both individual and group performance in various training settings+ Monitors progress of students, documents results, and/or recommends remedial and corrective action to include additional training and changes in training and/or operational procedures and instructions+ Provides basic, advanced and updated training to senior instructors throughout DS to insure they are aware of all pertinent legal matters, including issues involving search and seizure, use of force, and civil liability. Ensures class curriculum is administered in the proper sequence and that deviations from the established schedules receive approval.+ Reviews course materials used by TPS training divisions for legal sufficiency.+ Provides instruction to all TPS instructors and supervisors on the application of legal principles in the various training programs provided by the DSTC.+ Develops orientation or supplemental training workshops for the benefit of all DS employees.(30%)Course Design, Development and Evaluation:+ Plans, designs, develops, coordinates and implements courses and program material on legal topics for DS agents. Works in conjunction with Department attorneys, managers and supervisory Federal law enforcement personnel to identify objectives to be met by specific courses. Determines course objectives and identifies related knowledge, skills and abilities, which lead to the achievement of training and teaching objectives. Subject areas are extremely complex, constantly changing and controversial, requiring continuous case law and legislative research, updating of materials and extensive knowledge of all aspects of the DS training curriculum. Training courses involve highly advanced areas of law and law enforcement and require the instructor to continually assess and revise course content in light of changing conditions throughout the legal environment.+ Participates in analytical processes involved in the development and delivery of the training courses. Leads and/or participates in ad hoc committees made up of those concerned with legal training policies and academic requirements. Ensures that training requirements effectively mesh between courses and programs without a conflict in training objectives and ensures consistent program delivery.+ Keeps abreast of training goals and objectives, and continually restructures course material to reflect the current laws, identifying specific areas where study and research is required, searching literature for existing documentation, gathering and analyzing information and data, producing papers for internal publication and dissemination.+ Initiates content changes and develops different approaches and methods of instruction to improve and achieve course/program objectives. Provides subject-matter expertise on behalf of SLTD and addresses gaps in information when revising existing course/program material or developing new course/program material. Ensures that all legal training program measures and actions taken comply with Federal law and DS rules, directives, instructions, requirements, and procedures.+ Reviews lessons plans and training materials provided by DS to ensure that they are consistent with the law and consults with DS/L when necessary. Ensures that courses utilize sound professional methodologies in meeting training objectives.+ Exports training courses to DS Field Offices throughout the U.S.(10%)Legal Research and Writing:+ Serves as a subject-matter expert on behalf of TPS. In consultation with DS/L, determines the DSTC position on novel legal issues with minimal oversight. This includes researching novel questions of Constitutional law, resolving legal conflicts between Federal Circuit Courts, and recommending "best-practices" for DSTC in the absence of clear legal precedent.+ Serves as a technical authority for TPS on all legal topics assigned with commensurate responsibility to maintain awareness of significant changes in the field. Some topics may include foreign legal precedent.(10%)Other Miscellaneous Duties & Responsibilities:+ Acts as a liaison with other legal instructors and curriculum review officials concerning the conduct of curriculum conferences and the relative role of DS in providing training programs.+ Initiates program documentation, i.e., working statements, agreements, memorandums, training plans, in support of the assigned training program.+ Serves as an interlocutor with other programs and Federal agencies concerning course curriculum assessments, student problems, evaluation, and remedial procedures. Maintains professional contacts at the highest level with leading practitioners, researchers, professors, and others in training institutions and private industry.+ Serves as lead coordinator for external training courses and works on other legal training projects as needed.Competencies+ Requires demonstrated experience as an expert in a law enforcement legal area.+ Requires experience in performing detailed and complex legal research across a broad spectrum of the law, identifying conflicting opinions between the various state and Federal courts.+ Requires experience in designing, developing and conducting legal training, utilizing legal course materials and developing new course material.+ Requires experience in instructing, motivating, and imparting legal knowledge to others.+ Solid interpersonal skills and attention to detail.+ Excellent writing and communications skills.+ Ability to advise on organizational performance, strategic planning, and interact with high-level government officials.+ Instructor experience preferred.Supervisory ResponsibilityNone required for this positionWork EnvironmentThis job operates in a professional office environment.
