Job Description The Federal Contract Manager is responsible for providing contract support to HPs Federal Business Organization Sales and Services teams. Responsibilities include:
1. lead negotiation of contracts for assigned Federal accounts including one or more large Federal Government customer, 2. business, financial, and legal risk identification and management, 3. develop creative solutions to key negotiation points, 4. interface point with, legal, finance, contracts operations, and appropriate business units regarding contractual issues. 5. demonstrable negotiation skills, knowledge and expertise in Federal regulations, policies, and procurement practices, 6. establish a good working relationship with contracting officials at assigned accounts.
Working with various levels of management and virtual team, the Federal Contracts Manager plans, drafts, negotiates, and finalizes/executes government contracts, modifications, amendments and proposals consistent with HP objectives and business controls. The Federal Contract Manager oversees compliance with key aspects of corporate governance and policy and coordinates the needs of different business units and functions. They use their expertise and experience to evaluate non-standard situations, consult as necessary with functional or subject matter experts. They are the primary point of contact for all contractual issues for the customer (federal government, Prime Contractors, System Integrators, and resellers) and internal departments. The Contract Manager is accountable for the identification, analysis and communication of risk areas throughout the deal cycle and are accountable for the effectiveness of the solutions recommended and implemented. They structure agreements at a total solution level, which may involve multiple business units and complex implementation. The Contract Manager participates in the coordination and development of contract policy and process improvement initiatives and assures contract documents comply with laws and regulations, and are consistent with HP business practices. This position is an individual contributor role that is expected to be a key advisor to management on any contractual issues and plan for resolution to mitigate risk and loss of sales for HP.
Significant experience in coordinating and negotiating large, complex contracts. Ten or more years working with contractual issues in the Federal market and Prime Contractor market place. Required: a. Minimum of an undergraduate degree; MBA preferred b. Prior experience in a federal contracts/business development type role (5-7 years) c. Solid understanding of federal contract terms and conditions and the procurement process d. Superior oral and written communication skills e. Prior negotiation experience in complex transactions f. Proven relationship management skills g. Strong analytical and problem solving skills h. Routinely exercise independent judgment. i. Ability to influence solutions and accustomed to routine senior management interaction. j. Good drafting skills
